Acceptable Use Policy

1. Purpose
This Acceptable Use Policy ("AUP") describes the rules for using the GovEtract platform ("Platform"). It applies to all users and any person accessing the Platform under your account or on behalf of your organization. This AUP is incorporated by reference into our Terms of Service.
2. Permitted Use
You may use the Platform to:
- Manage your company's government contracting compliance, SAM.gov registration, and certification tracking
- Maintain a product catalog with accurate government codes, pricing, and compliance details
- Research and evaluate government contracting opportunities for which your company is eligible
- Draft, review, and manage proposals and responses to solicitations for which your company qualifies
- Track active contracts, purchase orders, and performance obligations
- Use AI-generated content as a draft starting point for government submissions, provided you review and approve the final content
- Export your data for record-keeping, compliance reporting, or business continuity
3. Prohibited Activities
3.1 Government Fraud and False Statements
You must not use the Platform to:
- Submit false, fraudulent, or misleading information to any federal agency, contracting officer, or procurement system (including SAM.gov, eBuy, GSA Advantage, or FPDS)
- Claim certifications (SDVOSB, WOSB, 8(a), HUBZone, etc.) that your company does not hold or does not meet the eligibility requirements for
- Misrepresent your company's size status, ownership, control, or affiliation in connection with small business programs
- Submit bids or proposals on contracts for which your company is not eligible, qualified, or legally authorized to perform
- Falsify past performance records, CPARS ratings, or contract references used in proposals or qualification submissions
- Engage in bid rigging, price fixing, or other anti-competitive conduct prohibited under federal antitrust laws
3.2 AI Misuse
You must not:
- Submit AI-generated proposal content to a government agency without reviewing it for accuracy, compliance, and legal appropriateness
- Represent AI-generated content as the original work of a human subject matter expert when required by a solicitation to provide such certification
- Use the AI assistant to generate content intended to deceive government personnel or procurement officials
- Attempt to manipulate AI outputs to produce discriminatory, harmful, or illegal content
3.3 Platform Security and Integrity
You must not:
- Attempt to gain unauthorized access to another user's account or company data
- Test or probe the Platform for vulnerabilities without explicit written authorization from GovEtract (see our Security Policy for responsible disclosure procedures)
- Introduce malware, viruses, trojans, ransomware, or other malicious code into the Platform
- Attempt to disrupt, degrade, or overload Platform infrastructure through denial-of- service attacks, excessive API calls, or automated scraping
- Reverse engineer, decompile, disassemble, or otherwise attempt to derive the source code or underlying logic of the Platform
- Bypass, circumvent, or disable any security feature, authentication mechanism, or access control of the Platform
3.4 Unauthorized Commercial Use
You must not:
- Resell, sublicense, or otherwise make the Platform available to third parties not covered by your subscription without written consent from GovEtract
- Use the Platform to operate a competing service, consulting practice, or platform offering similar functionality to GovEtract
- Scrape, harvest, or systematically extract Platform content or AI outputs to build a competing product or dataset
3.5 Harmful and Illegal Content
You must not use the Platform to:
- Store, transmit, or process content that is illegal under applicable federal, state, or local law
- Harass, threaten, or intimidate any individual including government personnel, contracting officers, or other platform users
- Violate any export control laws, sanctions programs, or restrictions administered by OFAC, BIS, or other applicable authorities in connection with government contracting activities
- Upload documents containing classified or controlled unclassified information (CUI) that you are not authorized to process in commercial cloud environments
4. Data Responsibilities
You are responsible for ensuring that:
- All data you enter into the Platform is accurate to the best of your knowledge, including company registration details, product specifications, and pricing
- You have the right to upload and process any documents, files, or third-party data entered into the Platform
- You do not upload trade secrets, proprietary data, or confidential information of third parties without authorization
- Personnel granted access to your account are authorized to view the data contained in it, including sensitive contracting and pricing information
5. Reporting Violations
If you become aware of a violation of this AUP, please report it to security@govetract.com. Reports of potential government fraud should also be reported to the relevant government Inspector General or the SAM.gov helpdesk as appropriate.
6. Enforcement
We may investigate potential violations of this AUP at any time. In response to a violation, we may:
- Issue a warning
- Temporarily suspend access to specific features
- Suspend or terminate your account without refund
- Remove content that violates this AUP
- Report suspected illegal activity to appropriate law enforcement or government authorities
- Pursue legal action to recover damages or seek injunctive relief
We will endeavor to notify you of enforcement actions unless doing so would compromise an investigation or is prohibited by law.
7. Changes to This Policy
We may update this AUP from time to time. Material changes will be communicated with at least 14 days' notice. Continued use of the Platform after the effective date constitutes acceptance.
